A big part of it is all these people run in the same circles and commit the same crimes. Law Enforcement/Criminal Justice are not going to go hard after friends, family and themselves for the same crimes. It is definitely a broke system.
I would rather drug dealers run the criminal justice system and these do-bads all go to prison.
