I think Dems gain more if they propose some sort of legalization bill that gets blocked by Republicans, driving single-issue voters to the poll to vote against the GOP.
Think about how Republicans exploit the abortion issue. Democrats can do the same with weed so long as they can hold out the carrot of future marijuana bills that need to be passed.

Among all the people I know irl Iâd guess M4A is the only issue that moves anyone from not voting D to voting D.
