I never said prostitutes are poor, though most probably are. Poor or not, it’s not easy to garnish wages from a pimp (or self-employed prostitutes).

As a professional statistician once said, we shouldn’t run with data that all of a sudden is so different. This could or could not be an outlier and we should error on the conservative side. It could also be a sign that black voters are fed up with the Floyd protests given all the destruction to their communities. In the end, people vote with their pocket books.

This kind of goes to a common issue in civil law: most people are simply too poor to sue. Individual people who get sued usually have insurance (eg, car accident, where insurance co handles the defense). Other cases are simply abusive actions to silence critics (eg Nunes slapp suits).

In 98% of cases suing Joe blow is just lighting money on fire. I know of debt collectors who would get tough and sue. They go out of business. And, if you actually win and they have some assets, a house (up to X value, depending on the state) and a fair amount on income are exempt from collection.

Civil law is for corporations and select things like divorce, and the best way to handle divorce is immediate mediation.

Not to mention forcing people into bankruptcy in many cases also. I see the same thing as you in my work, hiring lawyers to sue deadbeats is about as dumb of a move as you can make.
