I remember when it came about, but I donât know the specifics. IIRC it arose during the time that anarchocapitalism was big in the forum. Basically the an-caps would talk sarcastically about the government giving people free ponies and what not, then one time someone posted something after someone else and there was a post along the lines of âmy government pony was too slowâ I donât remember exactly the phrasing or who made the post, but thatâs the gist of it.

I remember from 2p2 when people asked for long explanations, that there was some event like a fire on a pony farm, that a lot of people came in to post about, at which point it became a (non-graphical) meme. But I may be misremembering.
