How is that even a possible thing? The feds have absolute power over that kind of thing when dealing with American states and territories. Like if the ship tried to dock in New York and the feds were like sure, Cuomo can’t be like “Yeah, no.”

I don’t know. I might be passing along misinformation but I am 100% sure I read this.
Feds could have requested but backed down when pressed.
The State Department “requested” that Guam allow the ship to port and Guam refused. Probably the feds could order it done if there was the will to do that.
