I can see why this could look bad but it also makes sense in the context of a deal like this where each nations interests effect the other two. It’s basically meant to address externalities.

Yep. Don’t know if he doesn’t want the world to burn and wanted environmental requirements, had other reasons like this one here, or was astute politically and didn’t want to be part of giving Trump a huge victory over a relatively minor change to NAFTA - something that seriously will increase his chances of winning when the states that hated NAFTA and were key to the 2016 election are fooled into thinking this is something very different. But yeah, he’s definitely a notable vote against.
