Those were one off-violations. This was an ongoing violation that occurred every week with Rodgers failing to follow protocol (plus the extra violation for the Halloween party).
A better analogy would be the Saints - who had three different incidents (1) Payton failing to wear a mask on the sidelines; (2) a maskless celebration after a win; and (3) allowing a person to improperly access their facility and infect Kamara. The Saints were hit with total fines of over $1 million and lost a 6th round pick.
Iâd say allowing Rodgers to violate protocols for 9 weeks (plus the preseason), should get a similar punishment.

Yeah seems like nonsense to me. Ref threw the flag because he got bumped. That he decided to call it for something else doesnât matter. Pretty clear what happened. Ref knee jerk flagged something he did not see.

It will be interesting to see what they are paying him. Unless a team was going to pay a ton, it made no sense for anyone to go over the league minimum, since Cleveland is on the hook for $4m+ minus whatever another team pays him. So either a team would offer the minimum or more than $4m.
