The key feature of populism is a narrative framing the world in terms of the people vs the elite. This definitely has that dimension, with a portrayal of the police as a homogeneous and corrupt institution. Although not a common definition, I like to include a dimension of emotional rather than intellectual appeal.

Now, I’m not saying that populism only looks like this, but it is one way it can look. The Democratic establishment seeks to avoid populism because they fear this type of situation. It doesn’t fit in with the order they crave, so they want to avoid using it to try and achieve their policy goals.
