Mississippi incarceration rate overall is more than double California’s though.
Mississippi has one of the lowest percentages Hispanic population and the highest percentage Black population. California has one of the highest percentages Hispanic populations and a fairly low percentage Black population. I think that has a lot to do with what those charts look like - and, yeah, that means bias against a minority, whether that’s caused by segregation, economics or representation.
Top 12 states for overall incarceration rate are all red except Delaware, which is 2nd.
For decades, your odds of getting locked in jail in cities greatly exceeded your odds of getting jailed in rural areas. About fifteen years ago, however, those rates equalized. And today, people in rural counties are more than twice as likely to go to jail as people in urban areas. And the gap continues to grow. Jail populations have dropped 18 percent in urban areas since 2013 but have climbed 27 percent in rural areas, with suburban jail populations remaining about the same.
