I think it was twitter itself. Twist posted step by step instructions.

Ok Chrome users. If you’re like me then you’ll find that embedded twitter videos play in incognito mode but not your normal one. If that’s the case then hopefully also like me all you need to do is delete your twitter cookies. To do that check out the following convoluted guide:

1. Click the 3 vertical dots on the top right of the browser
2. Click “settings”
3. Scroll down to “privacy and security”
4. Click “site settings”
5. Click “cookies and site data”
6. Click “see all cookies and site data” (it’s the 4th one down for me)
7. Scroll down till you find “twitter”
8. Click on the garbage bin
9. Refresh the unstuck page.
10. Voila (hopefully).
