If it were me I would have to do some research to put something together but he might find anything in his house working at 3-5 GHz is suddenly not working. He might not even notice IR lasers aimed at his cameras.

The key is finding the kind of vandalism that gets you a very small fine that the cops won’t care about. He’s actually doing a great job of demonstrating exactly the kind of behavior I’m talking about himself.
