It’s no doubt more legible than most people’s default. That’s not the issue.
Oh his handwriting is better than mine, but it looks like he has bad handwriting and is trying hard to hide it. That is probably what my handwriting would look like if I spent 3x longer trying to make it look reasonable. But fuck that

My brother and his wife are educators. I showed them and they thought it looked like the writing of a fourth-grader.

It’s both that each letter looks different every time he writes it and that he completely picks up the pen in between every single letter.
I don’t think those were actually written, maybe by a staffer that was trying to copy his writing style.
