I think the water would be oily. Still not wet.
I maintain that liquid water is wet. In order to be in liquid phase, any given water molecule must be in contact with several others and thus would be wet itself. In contrast, a water molecule in gas phase isn’t, so steam isn’t wet. It seems silly to make an exception where anything in contact with water molecules is wet except other water molecules.

It matches the definition tho. Its steam that has a % of water in it. I.e. steam that is in transition from 100% steam to 100% water.
If it wasn’t for cold fusion I would have gone my whole life without knowing about steam quality.
