You keep eliminating lower candidates until someone has a majority. In the case of Florida, it would have been mathematically impossible for either Gore or Bush to have a majority before you got to eliminating Nader voters and distributing their votes to Gore or Bush.
Do I need to start an alternative voting systems thread? Any electoral system with ordinal voting and a single winner is going to be open to tactical voting, so your concern that a new system can be gamed is probably irrelevant.
