I was curious and watched the full video. Basically if you get to the top of a ladder that ends, you can still go up a notch if you hold down for .07 seconds hit up the next .02 second. Even after repeating that perfectly you still have to hit a 1/32 chance for Donkey Kong to pause. Apparently there is a “chance” to beat that level legitimately, but that chance is (1/32)^19.
