This sounds like something a Russian general would say! It’s also really missing the point. The only purpose of Russia’s invasion of Ukraine is to facilitate a favorable political settlement. People frequently cite Clausewitz’s line that war is a continuation of politics by other means, but mostly because it sounds cool, not to really think about it. Also, because most 20th century wars were total wars, not wars fought to a negotiated peace. But you have to remember that, at the end of the day, this war will only end with a negotiated agreement. Keed sometimes suggests that Russia can just declare victory and go home once they’ve seized enough territory, but the key to that strategy is that your home has to be somewhere else. The US can leave Afghanistan whenever we want, in whatever state we want, because the United States is 10,000 miles away. However much the Taliban hates us, they have very limited ability to attack US interests anywhere other than Afghanistan.
Russia, by contrast, is zero miles away from Ukraine. Donbas is actually within Ukraine. Ukraine has ample ability to strike Russian targets in both occupied Ukraine and in Russia and Belarus proper. Absent either a negotiated agreement or a complete destruction of Ukraine’s capacity to do that, the war will continue. Given that Ukraine is already relying on light infantry tactics and ambushes and the like, it’s hard to see how Russia can effectively disrupt that capacity. So the only path to victory is through a deal.
Don’t get me wrong, Russia’s invasion seems to be doing well in the south, and if the northern cities are taken along with Odessa and Mariupol, maybe that creates enough momentum for peace that Russia can demand the concessions it wants. But there’s no way that Russia wins without capturing Kyiv.
