No, it really doesn’t, it comes from the fact that you don’t send someone who conspicuously doesn’t blend in somewhere as a spy, regardless of how much other training he has. But it’s a 50+ year old joke, at a time when there were probably about a dozen black people in the whole of Russia (point of clarification: this is hyperbole). The vast majority of Russians had never seen a black person - I was born in Moscow in 82 and I think the first one I remember seeing was when I was about 5 or 6. So it’s really not a joke about disliking black people.
That thread Riverman posted and I commented on was debating whether the US was sending stingers. I think we know the answer to that now.

I mean when you see unarmed civilians standing in the way of tanks, how do you not get their back, right? The Ukrainian peoples’ incredible bravery and resolve is creating the window of opportunity for the West to help, and in combination with social media and camera phone video on the news, all but forcing the West to help. If Putin was able to take Kyiv as quickly as some thought, the West would almost certainly have backed down.

Yeah that’s what we all thought on Wednesday night. That it would be like the US invading Iraq - over before it started. But in retrospect a lot of things are different. Moral authority not being one of them.
