I think this was the original plan but the US flat out saying that he was planning a Ukrainian invasion made him change tactics and go with the whole “we’re de-Nazifying Ukraine” angle instead.

Does anyone know - can our satellites track vehicles through clouds? Or is that still a barrier? If so is there any other way that doesn’t involve a big international incident?

I am pretty sure Russia, US, Israel and probably other countries (China?) have several subs cruising around on the bottom of the ocean undetectable that can all surface and fire multiple nukes a long distance.
An incapacitating first strike isn’t really an option, and never has been.
