Putin has an opinion on the casualty exchange ratio.

Don’t see how that’s relevant to the question of motivation. Russia damaging their own infrastructure never really made sense to me, nor did the US committing an extremely escalatory act for very dubious national benefit. Ukraine obviously want to hurt Russia and obviously don’t care about escalation, they’re being invaded already.
