I think it varies by the IPO/ICO. I think it usually involves connections or is otherwise very intentionally difficult to do. I was looking in to the Coinbase IPO and apparently to get in in advance (they call in pre-IPO), you need to submit information showing networth/income/etc. But you also need to know of an broker that will let you get in and buy shares.

I’m not aware of some sort of certificate that you can get that says you are accredited
Facebook immediately dropped from its $40 IPO to $15-20ish but it bounced back pretty soon after.

I think it was Riverman walking through how, like, sure, it’s not strictly fair to outsiders, but the main people hurt by selling cheap shares to insiders are the current owners, which makes it hard to be especially upset by it. There are far worse abuses on Wall Street.
