I think the best strategy is to hint about packing the court, make it clear to anyone with a brain you plan to do so. But if you come out and say it that will be a good sound bite to motivate the right to go even more nutso.
A repeat of the Kavanaugh hearings + obvious Mitch hypocrisy does have the potential to motivate the left in ways that could help Biden win. I can’t imagine the deplorable dickheads getting more motivated but who knows.
