This is already the case, isn’t it? The issue is if you have a state that is 50/50 Dem/Rep, you can draw the districts so that you have nine 55/45 Rep districts and one 90/10 Dem district.
This shit is not difficult. If you truly refuse to give money to “everybody” then just take it back when they do their taxes. Setting these absurd income limits is just going to piss people off.
I mean the targeting almost entirely manchin fault. He’s the one who keeps talking about it. It’s probably a requirement for him to sign on. Hopefully it’s just a small adjustment like phasing out starts at 65k or something.
It’s not what he wants, it’s what his breaking point is. Dems seem to not understand this. He’s not going to veto relief for the entire country, including for vaccines, state and local governments, etc. because the checks are going to too many people.
