Bannon genuinely believes all the alt-right white nationalist bullshit. Most of the people in Trump’s orbit are just using the alt-right to work the tubes, but Bannon is high on his own supply.

Speaking and reading are not equivalent, though.
Normally, I would think you could read at a higher level than you could speak. For instance, I can understand much more written/spoken spanish than I can actually speak. However, I think the reverse might be true for Trump, because I seriously don’t think he has read anything more substantive than a tweet in decades.
It’s hard to tell what level he reads at because any time he does read he looks like he’s just staring at paper long enough for people to believe he’s read it.

All of them but Trump, as was said, but it’s not just about elitism, it’s also about clarity. Most newspaper articles are written at a ~9th grade level by this metric. If you’re writing or speaking consistently above that, you’ll lose too many people.
