Maybe we have been misunderstanding him this whole time. Rather than giving a command for everyone to read the transcript, perhaps he’s pleading with people to read it to him, because he doesn’t know, but desperately wants to know what’s in it.

I used to watch Mahr in the 90’s just because he was on before MST3k on Comedy Central and he was lame back then. I can’t believe he’s still doing the same tired shit 20 years later. It’s fairly obvious Guiliani or someone told him he couldn’t say he was withholding the aid until the investigations were announced. So when he accomplished that (given his documented difficulty in saying stuff he shouldn’t on calls) he considered the call “perfect”.
