This sounds like a challenge. Is there any way that establishing an autonomous zone in DC could be spun as anything other than a humiliating loss that makes Trump look even weaker and ineffective?

This isn’t what he’s trying to say. You need a translator because he’s so bad a speaking but his point essentially is that other countries are cheating the virus figures because they aren’t testing as much as the USA. It’s always a competition, the US is doing the right thing by testing lots and is being punished for that by people saying the US is bad because it has lots of cases. This is the life of a high level trump defender. A recent article noted that Reagan had a list of ideas he wanted his spokespeople and proxy to uphold. From Whitehouse people to republicans in Congress. It allowed them to consistently message.
