They already have. The Republicans have packed state courts, Republican legislatures have stripped Democratic executives of power. Even at the federal level Republicans were putting out bills to limit district court sizes so Obama couldnāt appoint judges with the plan to expand them after Obama.

I think you can still argue GWB had worse results in the big events (Katrina, 08 collapse, Iraq) then Trump has with the pandemic/Puerto Rico, but Trump would have handled the crisis of the GWB presidency worse and a GWB presidency would have been more competent facing a pandemic.
