Yeah, maybe. I don’t think this is slam dunk proof, but I did wonder if my final conclusion was too strong. Given the number of people involved then the potential for some to have done things deliberately that look very like the general incompetence we know was around is high.
He did make a request that was denied, if you believe him, so the combined probabilities of him bullshitting because it was what someone wanted to hear and he didn’t think anything would come of it, or that it was in the period of time when he thought they would be, seem fine for my minimalist hypothesis so far.

although honestly if they did that, and maybe even if they do the normal one, i fully expect conspiracy theories that it was faked, and trump is still prez running it behind the scenes.
