Just because Bloomberg is a billionaire wouldn’t mean he can just break ground on anything he feels like building.

Larry Ellison, one of the masters of the universe, and a couple other people on that list haven’t been able to get exactly what they want in Malibu. But they’re only putting so much effort into it. If they wanted to throw a billion dollars at it, they might get exactly what they want.
He may be one of the richest people on earth but he’s not the old money that inhabits and does the decision making for that enclave. Building a water treatment plant next to Mar-a-Lago would send those blue bloods into paraphyletic shock.
Land development doesn’t really work like that, even for the richest people in the world, especially in a place where all the other richest people in the world live.
Well, it’s untestable and he doesn’t want to and he owns a big house about 3 miles from Mar-a-Lago, so I doubt he’ll do anything that causes any problems for any rich people down there.
