The military having full respect for the president as the ultimate decision maker is pounded into these guys from day one, for obvious good reasons. The system just isn’t set up to deal with a complete psycho president, the check is supposed to be impeachment and there is no defense against a derelict congress.

Do you remember how he spoke to Hillary during the debates? The sworn deposition of him violently sexually assaulting his ex-wife? He’s perfectly willing to abuse people in person–so long as he has what Celeste Wright refers to as “the power.”

I think he does it whenever he has enough power to get away with it. With women, he probably feels safe b/c he can physically overpower his targets. With the military folks, he knows that the chain of command will keep them in line. We’ve taken the basic schoolyard bully and elevated him to a position of authority so high and well protected that none of the other kids have a chance to retaliate.
Trump isn’t afraid of conflict, he’s just afraid of fair fights.
