This was confirmed in one of his previous events. Pence spoke before him and no one was wearing masks, but once Trump came out and the cameras turned on, they directed the people in camera view behind Trump to put on their masks. (or something like that)
I’d think oh shit, how shameful for the farce to be exposed! But for a Trumper, it reinforces that wearing masks is some stupid shell game.

Some states like OH count absentee quickly. If Biden wins OH it’s over. More to the point, if Trump lags 2016 by 8 points across solid red and blue states it’s basically over as well, as that will reveal the nature of the election.
