Yeah the general rule is fine because the idea was to get pass rushers to focus on traditional tackling techniques and āwrapping upā the QB instead of trying to annihilate him, and a year or two of over-enforcing before pulling back might even have been the best way to accelerate that.
I think the clarification is fine, even if the language is vague Iām sure the refs look at a ton of past film and they pick it apart to say āthis should have been no flag, this one was fine, etc.ā
