The idea is that stuff thatâs just pure âfactâ and has no judgment call to it is the only stuff thatâs reviewable, which is why 12 men, or whether a ball was tipped to nullify a PI call, are the only penalty-related things they can really review. In theory delay of game should get thrown in with that, but itâs like a known thing that the offense gets an extra beat after the clock hits :00 and they probably donât want to suddenly have to start enforcing that.
In general theyâve tried to take as many judgment calls out of officiating as they can (for what itâs worth, since thatâs such a huge part of penalty calling still), which is why years ago they got rid of the two different levels of face mask calls, and the forceout rule.
