I don’t know much about Supreme Court practice. I’d expect any stay that overrules an appeals court’s reversal of a denial of a stay would likely be referred to the full court as a matter of course.

BTW, all this fruitless effort comes with a $200k legal bill for Trump. His strategy in most cases in business was to curl up and play defense. That’s much cheaper and easier than trying to get a court to let you have your way. My sense is that it’s a particularly dumb strategy against the DOJ. You’re not playing chicken with the DOJ–they are not a mom and pop business trying to get paid on a contract. They’ll just staff three more lawyers on the case.
