I know it was illegal in DC but legal in Michigan. If the cops can’t stop them because there are too many of them, the laws don’t quite matter.
Canada actually tried this in the late 90s or early 2000s and it didn’t work well and was scrapped.

oh man, the dream episode where Tony has food poisoning and having the weirdest dream about talking to big pussy as a fish was great. the last time I had food poisoning I had the weirdest dreams so it stuck with me.
