Philadelphia is a huge Navy town. Was one of the largest ship builders during WWII. Still tons of mothballed ships stored at the Navy Yard and still some large ship building still in progress.

A river doesn’t make Philly not landlocked, but the Deleware has tides in Philadelphia. It’s not fresh water is it? At least not at high tide. Kind of an estuary there.
The internet seems to think it’s fresh water at Philly with brackish water starting about 30 miles south. Definitely no tides if that’s true.
It’s not like I know stuff about Philadelphia Harbor off hand, but microbet don’t just say shit without looking it up.
I guess the internet source that I found was wrong because there is no way the fresh water line is 30 miles south yet the area is influenced by tides.
If a territory has a major ocean port it’s not landlocked. The word has no useful meaning otherwise.
