We sign the outer envelope on our mail-in ballots. Someone then verifies the signature. Once verified, the envelope is separated from the ballot and that’s it. Trump basically thinks that the signature should somehow stay with the ballot through the entire process so it can be verified 1,000 times and eventually rejected if it belongs to a person of color.
