A river doesn’t make Philly not landlocked, but the Deleware has tides in Philadelphia. It’s not fresh water is it? At least not at high tide. Kind of an estuary there.
The internet seems to think it’s fresh water at Philly with brackish water starting about 30 miles south. Definitely no tides if that’s true.
It’s not like I know stuff about Philadelphia Harbor off hand, but microbet don’t just say shit without looking it up.

If a territory has a major ocean port it’s not landlocked. The word has no useful meaning otherwise.

But if other states can blockade a pretty narrow river, or you need to ask them for safe passage through it - isn’t that effectively like being landlocked? Also can you get an aircraft carrier to Philly? If not they’re at a huge disadvantage to New Jersey’s navy.
I’m pretty sure they’ll be able to shoot their way out. Y’all are seriously underestimating Philly’s port bonafides.

To get to the airport you have to go over like a 500 ft high bridge over literally the most enormous port I’ve ever seen.
