Like when he won, I knew this was the end-game if he won re-election, and I expected him to use all the power of the presidency to facilitate re-election… but it wasn’t clear until more recently that it really might have just been game over in 2016, not 2020.

Read that Texas brief. It’s primarily a state law interpretation issue, so I’m not sure why it’s legitimately in federal court.
Assuming the venue is proper, the interpretation turns on the Texas law that allows curbside voting if the voter feels their health is in danger inside the polling place. Essentially, courts would have to say that there is no risk to voter health in polling places in order to say the curbside voting is improper.
