As far as I can tell, a stay away order is an order of protection arising from a criminal case and a restraining order is an order of protection arising from a civil matter.

I guess the other point still remains though, can a city disallow someone from traveling through the area? I understand trespassing for public or private properties but a whole city seems a bit dubious. I think this idiot could could appeal the ruling based on that alone or just show up in DC again and, if arrested for violating said restriction, would easily get out of that in court.
