The Democratic Party as an institution is not incentivized to win elections because their policy platform doesn’t make any money for them or their donor base. Conceive of the Democratic Party not as a political party, but as a corporate entity the purpose of which is to collect revenue and disburse it to various nepotistic affiliates. What makes them money is actually maintaining the status of their various boogeymen. Amy McGrath’s campaign against Mitch McConnell raised $70 million and she lost by double digits. Why bother actually delivering concrete outcomes for people if you can just scare or enrage them into giving you money instead?
For Republicans, while they also use this strategy to harvest money from rubes (most successfully in the Trump campaign), they also need to win elections because they have policy outcomes to deliver which make money for their biggest donors.
This is a simplified account and stuff like the Dems having a more diverse ideological base also matter, but the main driver of the difference is material, not ideological.

Republicans can easily stir up massive outrage over completely made up shit like critical race theory being taught to kids. Republicans effectively over turn Roe V. Wade and absolutely fucking nothing from democrats.
