The Netherlands has had a pretty distinct development from the Germany since it got under the influence of the French Dukes of Burgundy in the fifteenth century.
While there was always some exchange with bordering regions due religious persecution and embargoes, I doubt that people from the Netherlands in the nineteenth century would have seen themselves as „German“ in any way.
The Pennsylvania Dutch are mostly from the Southwest of Germany if I recall correctly. And being a country of mostly port cities I think it would be strange to go to Bremerhaven to emigrate to the US when you live right next door to Ansterdam.

I love that Vindman said that all the intelligence agencies confirmed that Russia interfered in the elections and then Nunes goes ahead and calls it all a hoax right there in the fucking hearing.
