Originally “hamburger” was a style of “meat” that came from Hamburg. So you had “Hamburger sandwiches” which shortened to “hamburgers” which became “burgers.” The word “burger” now has shifted meaning to refer to any kind of sandwich in the style of a hamburger, so you have chicken burgers and buffalo burgers and koala burgers and whatnot.

“Burger” in US terminology generally indicates “ground up and shaped into a patty”. So there is some logical consistency to it.
