What software does this forum use? Is it a Twitter thing (likely) or a software thing that UP can fix with like an update?

I went and poked around the discourse forum (software used is discourse) but I didn’t see any complaints about tweets not embedding but it is also happening on SPE so I assume twitter did something.
I’ve also noticed tweet embedding being a problem on Discord

Somewhat anticlimactic. I guess the question now could be where did they get the money, but other than some more embarrassment, it seems unlikely they will suffer from this being public.

From what I read this vote doesn’t really do anything. It’s just a deal struck with McCarthy to save face on a real vote not passing.
