Maybe I’m missing something, but wasn’t he just some public health official in Indiana prior to being nominated. He does get commissioned upon confirmation but I don’t think he was even “kinda in the military” prior to being named Surgeon General. He knew who his “commander” was going to be and could have chosen not to serve. It’s not like that hasn’t happened. I believe Sanjay Gupta was offered it under Obama and he turned it down.
Same is true of Vivek Murthy, I think. He was a civilian until he became SG under Obama and only then did he become a commissioned officer.
The surgeon general is a uniformed, commissioned officer but isn’t in “the military”
He did say “kinda”, so I just went with it, but you’re right that even that isn’t really accurate.
