It would be nearly impossible for them to benefit the wealthy more dude. And if the laws were simple at least the poor could defend themselves to some extent.
Diminishing returns applies to absolutely everything and we are miles past it wrt the legal profession in the US. I’m not saying no laws, I’m saying much simpler laws. Perhaps many laws, but definitely simpler and cleaner. There is so much heinous shit hiding in the legal code currently it’s not even funny.
Honestly though just having an AI that can do legal analysis is probably closer to being reality than getting the political system to get rid of such a juicy source of rent.
I’m just pointing out that the US legal system, on the whole, is a force for evil not good. It inflicts an ungodly amount of suffering on the less fortunate, and is a major driver of inequality. It by and large is an ally of every form of large scale evil in the country.

IANAL, but there’s no way you can write that law without defining terms like “carrier”, “transportation”, and “freight forwarder”. If you don’t do that, then lawyers get to argue about definitions. Definitions are important in law. We have court cases that revolve around the definition of the word “shall”, which has a clear meaning in legal jargon that is not identical to its usage in everyday language. Using legal jargon is the best way to write laws in a way so that it doesn’t mean whatever a person wants it to mean.
The section you posted seems to boil down to: Carriers must issues a receipt or bill of lading, but failure to do so does not affect their liability. This is who counts as carrier and this is how much they are liable. I don’t see any way to write that in one sentence or even one paragraph.

I go back and forth on this sort of reporting sometimes. If it’s some Senator disappearing completely to go on an affair then maybe it’s legitimately newsworthy and the public needs to know about it. I’ve stopped buying pork but sometimes eat free work pork. Tough to walk by when there is free lunch bbq at work. I’ve also started buying “certified humane” chicken and eggs. The eggs are pasture raised as well. How humane is it really? I don’t know. Cows seem to have the least horrible lives of big three animals so I usually buy regular beef. No humane certified beef where I shop anyway. From what I understand cows spend most of their lives doing regular cow stuff in pastures. Then the last few months in horrible feedlots.
American cows start on pasture and then go to feedlots. I don’t know the details beyond that.
