Since census season is neigh upon us, and we all love a gerrymandering conversation; it is worth pointing out that most prisoners are taken from (purposefully) under-counted urban areas and moved to distant areas where they are easily tabulated as residents in the rural and small town districts they have likely never actually seen.

I randomly came across the Wiki entry for Erle Stanley Gardner, the creator of Perry Mason. Erle Stanley Gardner - Wikipedia @Suzzer99 may find it of interest that he “held a lifelong fascination with Baja California and wrote a series of nonfiction travel accounts describing his extensive explorations of the peninsula by boat, truck, airplane, and helicopter.” May be worth checking out.

Probably for the same reason I-15 is only 4 lanes from Barstow to the NV border - causing massive snarls every weekend: California has no interest in making it easier for people to spend their money in Vegas.
