Only those 3 teams would pay him the salary he wants. Barca can’t do it without selling a bunch of other players and they don’t really want to/feel they are being unfairly punished by the league.
But we are a week before the seasons start and if Messi went to either club there would be a clear out of talent. If City, Bernardo and probably Mahrez leave. If PSG, Mbappe might be out.
