i thought the story was that he famously would “claim” the club championship if he had a private round at some point that was better than the championship round, but he never actually participated in the tournament because he was so “busy”.

Does SCOTUS get to weigh in at some point? Constitution doesn’t say anything about needing to secure such bond, so clearly unconstitutional because originalism blah blah blah…
