Probably they meant to have 1,000 instead of 10,000, so the answer would be 1 (consistently divide by 1000 to get the next number).
As written, I’d say the answer should be 1000, viewing the pattern as division by decreasing powers of 10 (equivalently, deleting one less 0 in each step).

I’d say:
10^9 → 10^(9-3) → 10^(9-3-2) → 10^(9-3-2-1)
And therefore answer 1,000
EDIT: Looks like ATC got to the same answer with the same reasoning.

9 zeroes to 6 zeroes is three less zeroes, 6 to 4 is two less zeroes, so you need the number with one less zero than 10,000
1000000000^(2/3)=1000000
1000000^(2/3)=10000
10000^(2/3)=464.158883361
