For sure legal or illegal. I had an uncle who owed American Express and they put a lien on his house.
Problem is you can’t do that in Texas. You can’t use liens or garnishment to collect debt.
I think the only legal liens in Texas are mechanical so only people who directly worked on the house can file a lien for non payment.
Some states allow a broad range of people to file liens. Get a small claims court decision when the other side doesn’t show up? You can file a lien.
Doing a bit of googling does sound like home/property liens are a thing in Canada to some extent.
Can’t really find out specifics but what I have seen makes it pretty similar to the US.

I’ve been thinking about this a lot, but haven’t really been able to put it into words. In a lot of ways, the pandemic strikes at the heart of the individualism narrative in america. This sort of idea that as long as you work hard and work smart, you can make it, is just destroyed by the fact that we literally just need people to stay home or the economy is going to crash. Both ideas can’t be true, so you end up with large groups of people who are certain that masks don’t help and there’s no reason to stay home.
